trackpoint/pad scrolling question

i have had many instances where the touchpad and the trackpoint will not scroll in programs such as itunes, windows live messenger, aim, etc. i have read that editing the tp4table.dat file will work and they do when i try it but my question is, why is this needed when other computers don't need it. is it because the drivers for the trackpoint and trackpad do not support it? i have read many entries all the way back from around 2008 that talk about this problem, why hasn't Lenovo fixed this problem yet?
