Installed 4GB RAM, Only 2.91GB Usable - Thoughts Appreciated

Just picked up an X200, which came with 3GB of RAM. I upgraded it to 4GB and only 2.91GB is listed as usable. Operating system is W7 Ultimate 32Bit, which should handle 4GB of RAM. Some research has suggested I go into the BIOS to adjust it to realize all memory, but I am unsure how to do that. Any thoughts?
Thank you!

Nope.
32 bit can't 'handle' 4GB
Reinstall using 64-bit

I'd still like to see if I could at least get 3.5GB out of it. Some further digging pointed me in the direction of memory remapping in the BIOS.

Probably the Intel integrated graphics using a good portion of your RAM.
