T400 shutting down

I have a T400 7417-RH4 and when I run it for about 10 minutes it shuts down and tries to reboot, but won't restart. I have tries everything. I gave up and gave it to my buddy and he had it running for 6 hours with no problems.
The only thing different was he was using a cooling pad.
I tried a couple times to install TPfancontrol but keep getting something about wino file not found, but the folder is there.
1) Does anybody have a link to a working download?
2) how do I tell if it is an overheating problem? It doesn't feel hot, my T40 gets a lot hotter.
3) is there a way to set the fan to come on at a lower temp?

It's likely a fan issue. Check with a flashlight. If it doesn't move it's time to replace it; and do it quick because overheating will eventually cause damage.
