Constant power USB not working

I cant get this feature to work on 3 T420s, they do work in standby mode, but not off.

I had it working on a previous T410 with no issues.

I ensured its enabled in the Bios and still nothing when off. I cant imagine all 3 machines are faulty. I Opened up a ticket with IBMs Tech support but does anyone here have anything to add.

The machines are plugged in, right?

No theyre not, are you sure thats required? If I have a power source then I can just plug the phone directly. This feature worked on my T410 without a power source, I could be wrong.

Ok I just figured out that it does provide power while the machine is in sleep mode with no power source, thats good enough for my upcoming travel. I knew I had it working on the T410 without a power supply. This feature would of been awesome if it worked while completely powered down. Standby mode charging will be fine for now.
