T400 screen defect (green blotches)

Hello, I was wondering what might be the cause of this phenomena I see occasionally on laptop screens. It's the green blotches you sometimes see that streak across/down the screen. I took a picture of it with my phone and uploaded the photo here

The screen itself is nice and bright, which is too bad because the screen (out of warranty) will need to be replaced. Well the laptop is usable as-is however it's just not the prettiest thing to be looking at. But is this a repairable thing at all? I'm more curious as to how this defect happens? Thin horizontal lines I've seen quite a few of, just not too many of these.
The green blotches and not on the surface of the screen, but they don't seem to be very deep (layer wise) into the screen either.
I've replaced many a laptop screen in my day, just never actually took one apart to see how they tick on the insides if this was a repairable thing, for the savvy ones
