Т420s wifi issue

I've had this issue with my T420s for sometime but it's still fairly recent. Basically whenever the computer was asleep or shut down it's unable to connect to wifi properly. It connects but it won't access any websites and I click the wifi icon in W7 it says "Limited Access" on the ssid it's connected to. After about 3-4 minutes the connection becomes normal and works just fine but it always takes some time from the startup. Doesn't matter if I try to connect/reconnect manually. This is the case with any router so it's definitely a problem with the machine itself.
My guess is that there is a timing or wake up issue somewhere with the card. It's an Intel card on W7 x64 Ultimate. Any ideas?

Try uninstalling the Thinkvantage Access Connection software from Lenovo and let Windows manage your wifi. I've had issues in the past with that on a T410.

That would be a good solution except I don't have it installed in the first place. I couldn't find the service, not was it listed in Programs and Features. All I have from Lenovo is:
1. Autoscroll Utility
2. Patch Utility
3. Patch Utility 64bit
4. Power Management driver
5. Reading Optimizer
6. System Interface driver
7. Rapid boot
Searching for Thinkvantage I found just fingerprint software. That's it.

Check to make sure that DNS settings have not been manually set. Network and Sharing Center > Wireless Network Connection > Properties > Select Internet Protocol Version 4 and hit Properties > Check if there are any numbers in the DNS field, if there are, remove them and leave blank.

Checked. All are set to automatic. I think this is a Lenovo software issue. I'm just not sure which part.
