T410 and PCI Express Mini Card for wireless WAN

I've discovered the "PCI Express Mini Card for wireless WAN" slot underneath the body of my t410, alongside of the one RAM memory slot. Will such a slot take a mini SSD like this?

And if so, would it just be extra storage, or can it be the primary hard drive?

The mini pcie slot in the T410 will NOT work with the Samsung mSATA 128GB SSD you link to. The mSATA spec was not supported until the T420/T520/W520/X220/E520/etc series models the following year, and those only supported up to SATA II spec speeds.

You could use an mSATA > SATA adapter.
