Will a P9600 work with my T400 6475-WL9?
Currently the machine has a P8400 which Intel says supports sockets "BGA479, PGA478". The P9600 supports only PGA478.

I installed a P9600 in one of my T400's.
BGA is a solder-to-the-board package. PGA478 is a package with pins intended for a socket. Generally, surplus CPUs on eBay are PGA. You should see the pins in the pictures.

Is the original P8400 soldered to the board? (I haven't looked).

Don't EVER look to Intel for socket support. Intel does not actually tell you what sockets it uses. It is garbage. Look on Wikipedia instead.
The P9600 is Socket P and will work 100% fine in your computer.
