T410 Not Shutting Down

Hi there, new here. I have a T410 that refuses to shutdown. I have re imaged with Windows 7 64 Enterprise, Windows 8.1, and last night I used the factory restore disks for Windows 7 Ultimate 64 bit. It still has the same problem. The screen shuts off, the fan shuts off, but the computer is still on and eventually the fan turns back on and I can turn the thinklight on, etc. The screen remains black Same thing if I put it to sleep. I have tried shutting down wit the command prompt and no luck there either.
Any help with this issue would be appreciated, its been driving me nuts.

My initial
guess is that you're experiencing a motherboard problem; something to do with the power controller circuitry. However, if your system was running fine with W8 and W7 up to a certain point in time and then "suddenly" developed this problem, I'd try to recall what may have changed in the system hardware and software. Did you swap hard drives or memory? Upgrade to a new BIOS version?
Googling this type of problem shows that someone had an identical problem which was solved by changing out the motherboard. In another instance, dropping back to WinXP also cured the issue. You could try installing a version of Linux and see if the problem shows up there. If the system works normally I would think that would rule out the hardware.
