This is actually due to Lenovo's fingerprint management software, apparently it's poorly coded and doesn't work properly.the program can't start because userdata.dll is missing from your computer
SOLUTION: uninstall it, it has nothing to do with Windows directly
(of course my personal solution is just not to bother with any of Lenovo's newer ThinkPads at all, but that's not a reasonable solution for clients who need new thinkpads).
