Problem With MS Update KB3170455 On T410

I have 2 Windows 7 Pro SP1 PCs: a lenovo M83 desktop & the T410 laptop. When installing the July MS updates, I ran into a problem only on the T410. The M83 is not showing any problems.
I uninstalled all the updates and re-installed them one at a time. Turns out the problem update is KB3170455 and I was wondering if anyone else had seen a similar problem.
The problem is excessive delays (spinning wheel pointer up to 30 seconds) to perform some basic functions or the app displaying "not responding."
Here are a few examples:
1. With a webpage displayed, click Print Preview in IE11.
2. In Excel (Office 2007) click on the Font Color button to change color of text in a cell.
3. Open an existing Word (Office 2007) document.
Googling for any problems with this update only found a couple forum posts regarding problems installing certain printers. I suppose my issues could be print spooler related even though I do not have a printer physically or logically connected to the T410 right now (away from home with no printer but print drivers previously installed).
