Bluetooth Problems

I recently swapped the Bluetooth 3.0 card out for a newer 4.0 card in my T520 with Windows 7 Pro 64.
I found that the JBL Flip 3 speaker I bought wouldn't connect under the old protocol. Or so I thought.
The speaker did connect to my Galaxy S7 Edge and also to my Lenovo MiiX 10 tablet.
The speaker still won't connect to the T520 even with the new card. I'm at a loss.
I've checked everything through Services, the Bluetooth menu for Discovery, un-installed and reinstalled all with no results.
The computer sees it in Devices & Printers, and a menu is offered up for the Bluetooth speaker, but any changes have no effect. Drivers are current.
I even went as far as returning the Flip 3 and exchanging it for a Flip 4 speaker and paid more for the newer model. Still nothing.
Is it a Windows problem or a T520 problem?
What else can I check and where do I look?
Windows is not reporting any problems with any device on the system.

After much searching I have discovered that Windows 7 does not include a needed Bluetooth component called A2DP which most audio devices use to talk to Windows.
I have found a driver from HP that many people have reported being compatible with Broadcom adapters for use with stereo audio devices, but Windows will not allow me to install an older driver. The driver I downloaded, sp44774.exe is an installation package and I cannot install the driver manually. After it extracts and attempts to run it says there is a newer driver installed and installation stops.
I even removed the Lenovo 4.0 driver and attempted to install an older HP driver that was located in the DRIVER folder and then overwrite that with the newer HP driver I downloaded. Windows still told me there was a newer driver installed (which was not true) and once again aborted the install.
Broadcom no longer offers drivers on their site, and instead passes the buck to MS who is of no help either.

As an additional note to this thread, Windows 8.1 also leaves out that A2DP driver that is required for Windows wireless audio, however, Windows 8 apparently includes it as my Lenovo tablet was working with the JL Flip 4 before I upgraded it to 8.1.
If anyone has any suggestions or fixes for this problem in Win 7 or 8.1 I'm all ears.

Uninstall all your Bluetooth devices in device manager and when asked, delete software also.

Will do. Might be a day or two I'm back at work off of my break now.
I did discover that Windows 10 will pair and play music through the Flip 4. The event log indicates that Win 10 installed the A2PD driver when it paired with the Flip 4.

Thanks. I downloaded that and am attempting to install it now.
It's been running for 30 minutes stuck at around the 20% mark. I doubt that it will install successfully.
The filedropper file that RBS provided did install. It just didn't work. There was nothing on the Toshiba site that was relevant.
Unless whatever is being installed contains the A2DP .ini I don't believe there is any help for Windows 7 audio transfer through Bluetooth.

Though the file that RBS provided, driver Alps UPCG9-BCM2046 installed successfully and the device manager indicates this, I still see the Intel-Centrino Bluetooth 3.0 Security Service and the Intel-Centrino High Speed Wireless Bluetooth 3.0+ active in Services.
AMPPALR3 is what the adapter appears to be running under.

When I attempt to connect to the Flip 4 through Devices & Printers, this window pops up for less than two seconds and disappears. Right clicking on the Bluetooth Flip 4 icon opens a short menue that is supposed to have a connect button but does not appear. Left double-click opens this window.
A right click menu only has 'Control' listed at the top.
Please remove if this is too large. It is important information to try and help with this problem.

My X230 has the same BT4.0 module.
Hardware ID: USB\VID_0A5C8&PID_21E6
The
Broadcom drivers 6.5.1.2700 from 3/27/12 were part of an X1C1 W7-Pro 64-bit install that I copied onto the X230.

The BT 3.0 never worked for audio, but I was able to transfer files from my mobile to the computer and back again. Just no audio.
I'll try the download you have there. Thanks.
