Pair of T410 not going into turbo boost.

Pair of T410 not going into turbo boost.
Software and drivers are completely installed, bios updated. Both has i7-620m and i7-640m. These T410 notebooks is nvidia and other one is integrated. Swapping these CPUs on both notebooks would not help. Cooling is not issue, windows OS not the issue.
Both would only go to 3GHz sometimes. Not even 3.3GHz for 620m and 3.5GHz for 640m. Tried throttlestop and could not max out the multipler ratio.
Googled to no results. Any luck?

Hey everyone, Like I have said in first post, I have tried the bios, windows power options even advanced menu all 100% on min and max processor speed also lenovo's power control, even made sure to have intel power manager for CPU installed.
Still no luck.

Yes, both 90W adapter and battery together what else?
FYI: I never had any 65W adapter ever. At one point I had three 90W adapters, I plan to purchase 135W one day.

UPDATE: Pair of T410 not going into turbo boost. Win10 off limits on Tx10!
Windows 7 with latest updates is indeed turbo boosting to appox 3.06GHz on 620m and 3.2GHz on 640m with 2 cores active after figuring out how to reliably test. Windows 7 is the latest last version for these Tx10 series.
Open both CPU-Z, on one, navigate to Bench tab and press Stress CPU, monitor the other CPU-Z under CPU tab for freq status. HWmonitor does not work properly but good for temps and rpm, battery status (in watts remaining).
Windows 10 does not support most of stuff on 1st gen CPU with QM57. Critical problem is no touchpad and trackpoint non-functioning and power management, turbo boost not working. I currently running win 10 on two sandy bridge based notebooks and main computers.

This is not accurate information. I am running Win10 on a T410 with i5-540M. With 'high performance' power plan, battery and AC, the CPU does get to its max Turbo 3.06GHz frequency (verified by CPU-Z). Touchpad and trackpoint both work, as does everything else I tried. I suggest you need the Intel(R) Turbo Boost Technology Driver, see the IIPS folder after unzipping.

The default driver installed by windows 10 does not turbo boost. You will see better graphics performance too.
