Help! The frequencies cpu do not change when the charge is connected.

There is an arch on the laptop thinkpad t420s with cpu Intel (R) Core (TM) i5-2540M CPU.
Here's the conclusion:
cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor
performance
performance
performance
performance
grep MHz /proc/cpuinfo
cpu MHz: 797.443
cpu MHz: 797.415
cpu MHz: 797.571
cpu MHz: 797.445
If the power comes from the battery, then everything is fine.
What to do?

Hello and welcome to the forum.

Maybe you could check your BIOS Power Management settings.

Some users see cpu throttling when their power brick is bad, or under powered. Is it a 65W or 90W? Better is 90W.

What happens on the charger and battery removed?

I'm using 'powersave' and, with a 4 threads under load, get 3099 MHz:
- with battery
- with charger
- with battery + charger
T420 i7 3612QM seabios; T420 i7 3630QM; T400 Q9100 seabios; T61 P9600; T60 libreboot; x62; x60s libreboot, led; x24 xiphmont led
