My T400 works nicely otherwise, but the lights are off.I on the laptop by observing the green light at the right bottom of the cd drive.

Depending on your LCD's backlight version, inside the lid, under the LCD, there is either an inverter (CCFL) with P/N 41W1478 or 41W1479, or a sub card (LED) with P/N 42W7968.
All the lights that you see under the LCD are either on the inverter or on the sub card.
Probably the backlight fuse F7 (usually has a "P" on it, type 433003) on the motherboard near the LCD-cable connector is blown, that's why those light won't show up.
Get a new fuse and piggyback-solder it on top of the old one.
Lovely day for a Guinness! (the Real Black Stuff). And pigs CAN fly!

But it doesn't sound like a backlight problem. He says the indicator lights are out.

I'd just replace the board accordingly since I don't know if there is fuse to replace for those lights.
Thinkpad4by3's Law of the Universe.

The efficiency of two screens equally sized with equal numbers if pixels are equal. The time spent by a 4:3 user complaining about 16:9 is proportional to the inefficiency working with a 16:9 display, therefore the amount of useful work extracted is equal.

Well, in that case check the F8 nearby (type 434500).
