unresponsive keyboard on fresh winxp sp3 install

hi all,
so i've been testing my new t400 with a fresh install of winxp sp3, and i've noticed that every other (or so) reboot results in my keyboard not responding.
none of the letters respond when i press them, let alone the hotkeys. i've tried to keep everything at a minimum, installed only enough drivers to make device manager happy. i didn't install the hotkey driver because it ends up putting the thinkvantage hotkey customizer utility on my machine, and i'd like to have as little thinkvantage software as possible. i don't mind not being able to customize the keyboard, but my issue is that it doesn't take ANY input sometimes.
rebooting once resolves the issue and i can type again, but another reboot will cause the keyboard to not respond again. mouse is fine.
when i check keyboard from the control panel, it says a standard 101/102-key or ms natural ps/2 keyboard is installed, and the device is working properly.
has anyone else run into this problem under XP?
i found this posting in the forum, and it has some similarities, but no resolution.

anyone have any ideas? thanks!
update:
ok, so after i shutdown (not restart) and then boot up again, i lose the function of my keyboard/touchpad/both. restarting resolves it if i can manage to restart, but this is frustrating if my first boot from power off doesn't give me mouse/keyboard functionality.
anyone dealt with this before?
