Why my T400 can not shutdown?

Dear all,

yesterday, I installed my Sierra Wireless MC8765 wwan card FOR T60 X60 on my T400. Almost every thing is ok, except my computer can not shutdown normal.
if I choice shutdown the laptop, it seems like closed, but the LIGHT in the front panel ( 4th from the left,just a letter[ 1] in it) is on.
if you listen careful you can hear the fan run, and the laptop is still on. I have to press the i/o few second to shut down it.

After I restart my computer the mistake go on.

anyone can tell me how to do this?

yesterday,I take down the WWAN, everything is OK.
So I refresh the bios , and install the WWAN, 1804 is display. creck bios again, install wwan , cannot shut down LAPTOP again.

I try so many times to find solution, result is very sample : just turn off the radio (use the hard key) before shutdown the laptop.
