T400s and T400 fan speed + cpu high pitching whining

Hi,
I am planning to get a t400s (or a t400 as a second choice).
I am very disappointed with the fan and cooling system of my x61.
So , can you run thinkpadcontrol on your xp/vista/7 :

does it detect the fan, and can you modify the speed ? if yes, could you tell me what are the different speeds ?
Do you hear the fan when you are in a very quiet room ?
What is your impression on the system cooling? Are there some hot areas ?
now on the cpu whining: do you hear it ?
It is hard to describe the noise, but in a quiet room, it is audible on my x61, and it is really annoying.
a question on linux:
I am also planning to install linux, do you have all features enabled out of the box ?
what about the bug between compiz and the intel drivers ?
Can you manage the fan speed on linux?
Can you easily underclock your cpu ?
And last but not least, what kind of keyboard do you have ? NMB, chicony, alps ?
what is your feelings about is ? For comparison I have an NMB.
