The top of my keyboard (between the power button and the thinkvantage button) does not lay flush. I took off the keyboard and noticed that the LCD cable underneath this section has some extra slack which is preventing the keyboard from laying flat.

Is this going to cause issues down the road? This is a new T400, and if it is more than a cosmetic issue I would like to get it taken care of since it is new.

Try rerouting the cable or holding it down with some clear tape.
