Can not change display brightness

I have done a clean install of WIndows 7 on T500 (switchable graphics)
I have ran Lenovo SystemUpdate and installed all important and optional software.

I have a couple of problems

1) WHen I switch to Energy Saving and then Back to High Performance
the display is permanently dim. The only way to get full brightness is to boot to bios, make any config change, save changes and reboot ... then display is at High Performance and full brightness.

2) The bigger issue I have is that when using High Performance I can not change the brightness.
Pressing the Func key to change the brightnss correctly shows the on-screen display and the green bar does correctly move, however the display brightness does not change. How do I adjust the brightness in High Performance?

Sounds very familiar, I had this problem too.

I just uninstalled all of the ATI software, the Lenovo System Interface Driver, the Hotkey Utilities, and rebooted.

Then I re-downloaded all of the necessary setup files from the Lenovo Windows 7 drivers page (in retrospect I should have done this before uninstalling) and installed in the following order:

ATI Switchable Graphics
System Interface Driver
Hotkey Utilities
W520: i7-2720QM, Q2000M at 1080/688/1376, 21GB RAM, 500GB + 750GB HDD, FHD screen & MB168B+
X61T: L7500, 3GB RAM, 500GB HDD, XGA screen, Ultrabase
Y3P: 5Y70, 8GB RAM, 256GB SSD, QHD+ screen
