T510 only 3 gigs usable on a 64 bit OS

Well I just received my brand new thinkpad t510
I spec'ed it out with 4 gigs of ram, (and yes I know if I don't have a 64 bit OS only 3 will be usable)
But I do have a 64bit OS, and it still reports only 3 gigs usable, I figured it may possibly have something to do with my motherboard chipset which according to CPU-Z is
Chipset: Intel ID0044
SouthBridge: Intel QM57
Is my chipset the issue (considering it is a brand new notebook I would hope it is not)
Also I verified in the BIOS and there was no setting for me to enable 4 gigs
In the BIOS the system sees the 4 gigs, and when it is booted the 4 gigs are visible but only 3 are usable
The system is currently runnin Win7 Pro 64 bit
Any thoughts on why this is happening??
