Webcam stutters (seems like a power saving tool)

On my T510, my webcam stutters on skype, it seems to turn off (green LED included) when I am very still and back on when I am moving. This seems like a great power saving tool but when I am plugged in and on "High Performance" battery plan I don't think this should be happening

Any ideas on how to control it, yes I tried the latest driver from Lenovo's site
