My T500 won't shut down properly, restarts immediately after

as soon as my laptop shuts down, it immediately reboots. I have had this problem for months and have put off fixing it. now my warranty is up. whoops.
it seems the only way to get it to shut down is to press i/o button as it is booting up. i have no idea whether this is bad for computers or not but i know it's not good for sure. as XP shuts down, the "saving your settings" on the blue exit screen or whatever only shows up for a blink of an eye. I have also had some issues with overheating, but tpfancontrol has mostly helped.
things I have done include:
updating BIOS
formatting and reinstalling XP
disabling "wake on LAN"
changed something from "1" to "0" in regedit a few months ago (someone told me to do it. so i did. no help)
from googling, it seems lots of people are having the same sort of problem as me, but none of the solutions have helped. i will basically post any information anyone wants if it will help
