So I don't expect XP to recognize all 4GB even tho Microsoft says it should.

I have a Dell D630 that also has 4Gb, XP recognizes 3.52GB. I expected something along these lines. Anyone have any ideas as to how I can get my T410 / XP to recognize a bit more memory? The BIOS shows the full 4GB...

You're lucky to see that much, my T500 only sees 2.5GB.

One GB is reserved for the NVS3100M graphics card as supplementary VRAM, apparently.

So it's safe to presume that this also causes similar issues for those with integrated graphics?

Yes. I have a T410 with integrated graphics only and 4GB memory, but only 3.8GB are usable.

That's interesting given that only 2.92 GB are usable for me on my T410. One would expect that both units should offer the same amount of usable RAM...

It all depends on your system configuration, too.
