T400 won't sleep properly

I have T400 running win7. I've set the power options so closing the lid will put the machine in sleep mode. When I open the lid the machine doesn't restart and it's not in sleep mode. To restart, I have to manually put it to sleep and then manually reactivate. This can't be right.

Any ideas?
