It must be powered by an USB port

yes.   the port is eSATAp and does, in fact, carry power.

eSATAp is a combined eSATA + USB port and supplies +5V to connected devices using either a USB cable or eSATAp cable.   you can read more about it here: http://en.wikipedia.org/wiki/ESATAp

So is it or isn't it? "eSATA / USB 2.0 Combo Port" does not say "eSATAp".

The Wikipedia article indicates that an eSATA/USB combo port is by implication a powered eSATA port.

The esata port on my T400s is powered, I will check my T410si and post back.

There is no such thing as "powered esata port". ESATA standart does not feature power. There is no free wires to supply power in ESATA port.
However, some manufacturers adopted ESATA+USB combo port. That is, ESATA and USB in a single port, so that it supports both USB and ESATA devices.
Some external HDDs do not require separate power, and take the power from USB wires while connected to such ESATA+USB combo. Some other external HDDs do not support such feature, and require separate power (e.g. from separate USB port or from wall outlet).

Both drive configurations I have tried on the combo eSATA-USB port work without additional power cable on my T400s.

The eSATA standard is asserted by the Serial ATA International Organisation (SATA-IO), and they certainly recognise eSATAp (Power over eSATA) as a connection type.

The 8GB eSATA Drive Throttle works only with a power cable on my daughter's T 410 2518-4QG
