T510 won't go to Max Power

After formatting and installing the latest bios. I can't run games I used to run fine before.
I think it is because my T510 is being underpowered. I Power Management, I set everything to Max, but the usage Watts stays at 35-45. It was always 90watts when I had Max Power before.
Is there a setting I need to change in order for it to go back to full power at 90 watts?

What is the wattage on your AC adapter?

I can't see a T510 using 90W under any circumstances. Something was either wrong with the way it was displayed or the way you read it.

You say you can't run games like before... can you give some specific examples? What games and exactly what happens? We need more details.

Before I ran Heroes of Newerth and Starcraft 2 perfectly fine. Now I have to turn everything down to minimum settings and minimum resolution, everything is as low as possible. The game would lock up and freezes for like 20 second every 3-5 min.
Before in power management I would see 90 watts usage, now I see 35-45 watts. And the little green leaf appears saying "Congratulaltion, your power configuration meets industry recognized green standards"
I really think it's a bios problem, so I am going to flash my bios.

This is most likely a software/driver issue. Can be BIOS, but less likely.

Impossible. This machine cannot physically use 90W. Are you sure you're not just confusing it with "90W adapter is attached" message?
