DVD Drive Power Savings Issue - T400s

I can't seem to find a way to fix this. When I boot my TP up it will show the DVD drive as being powered off. I can't find settings for this in the BIOS or the power manager software either.
When I put a disc in the drive, it won't power up. It spins the disc up, then it stops and just sits there and won't even recognize there being a disc in the drive. Preferably, I'd just disable this option because I do use my drive enough that this does bother me. I guess it's for power savings, and I suppose it does work because it prevents you from using the DVD drive
When I boot the machine with the disc in, then it works fine until I shut down and remove the disk.
