Lines appearing on R400 monitor

I have a brand new R400 and I'm occasionally getting horizontal lines on the screen. Sometimes they're just in a small area, sometimes they're over the entire screen. If I move the cursor over the lines where the cursor causes a change in the display, like a button being highlighted, the lines disappear where the cursor moves. If I highlight copy that's being distorted, the lines disappear. If I minimize a distorted page and then maximize it, the lines disappear. Total mystery. I called Lenovo several times and no one could help me. They had me reinstall the video driver and that didn't help either. I have Windows 7, in case that makes a difference. Oh, also, the same thing happens when I hook up an external monitor, and I know that monitor is mechanically fine, so it's not a physical problem in the laptop screen itself.

Any suggestions? Could it be a video card problem?

I would say your video card is probably faulty, due to the fact that the problem appears with an external display.
I suggest sending in your ThinkPad for repair.

This happens when you have your thinkpad in sleep, plug it in to charge, and then wake it from sleep. Plug in, then wake, then unplug, then plugging it back in should solve the problem, but the best way is to wake your thinkpad before plugging it in.
