I just received the subject items and have them set up with a USB keyboard and mouse connected to the dock along with a monitor. When the W520 enters standby, I am unable to wake it up as the USB HUB in the dock powers off. USB ports on the W520 work as expected.
The USB spec. requires all intermediate HUBs to honour wake from standby for USB devices like keyboards and mice. So, do I have a faulty Dock or W520 or is some appropriate incantation required?
If someone out there has a similar setup, could you comment on how it works for you. Other input is appreciated.

I have my HID devices (kbd, trackball, trackpad, jog wheel) plugged into a tiny hub plugged into the dock. When I put the computer to sleep, they're completely off and will not wake the computer. I also plugged a spare mouse directly into the yellow (always-on) port of the W520 and it didn't wake the computer either.
I hadn't noticed this behavior before because I almost always use the fingerprint scanner to wake it to save time logging in. Can't comment as to whether this is appropriate behavior, but I don't mind the computer not waking just because the cat jumped on the desk! Clearly you have a different preference.
Googled a bit for you and found some posts that reminded me that there are settings for this in the Device Manager, however I'm sure I haven't changed them and my HID devices are set to wake the computer and the hubs are allowed to be powered down. So that's probably not it.
Interestingly, posts seems to switch from complaining about systems waking from sleep from mouse jiggles in 2009 to complaining that they don't wake in 2010.
Lenovo recently claimed that this would happen if you are pressing any keys or clicking while the system is preparing to sleep... but I'm not sure I believe them. Edit: I believe that that could cause it, but I don't believe it's the cause in your/our situation.
I don't have a solution for you, but I don't think you have a faulty dock.
