Broadband card has problems after reinstall of Win7Pro

The boss's W520... a consultant reinstalled Win7Pro64 after numerous Acrobat X/iTunes/Outlook problems. Those problems have gone away but now we're trying to get his broadband card activated/working again. Originally (before OS reinstall) we were successful in transferring his Verizon account to this new W520. The modem is a Sierra Wireless MC8355 Gobi 3000 HS-USB.
(The OS reinstall was not a R&R procedure, used Win7Pro64 DVD to reinstall.)
The Sierra showed various (5) instances of itself in Device Manager each with an exclamation point. Properties revealed: "The device cannot start". So I told it to Update Drivers. Win7 said drivers are up to date. So I downloaded drivers from Lenovo and installed. Now only 1 instance of the Sierra that had exclamation point.
Located the ThinkVantage Activation app, ran it and called the 800 number when asked to. Was told that if it had been activated before, it should be good to go. So I clicked the Next button and it showed a table with the broadband card's info in anticipation of activating. EXCEPT there was no IMEI number, no driver version and no firmware version listed, only description. I selected Next to activate and it says it succeeded.
But running Access Connections shows that I can't select Broadband as the connection type, only WiFi.
Suggestions as to my next step?
