power supply performance issue

I've got several older power supplies for my T61P that I'd like to use in some locations with my W510 -- and as many of you have likely seen, you get an insufficent wattage notice on boot that says it may impact performance.
I noticed some animations and performance of some apps seems a bit sluggish when on one of these power supplies. If I'm on battery, though, the perf is just fine. If I'm on the higher (130 watt, I think) power supply, it's also fine.
Anyone else notice this? Is there a setting somewhere I can tweak?

I still don't quite understand the limitation given that the draw is much lower than the 90w capacity of the supply, but at least it's documented.
