Setting Internet Home Page

I'm running Internet Explorer 8 on an R51 with Windows XP Pro. When I try to change my home page by using the Tools pull-down menu, it will retain the new home page address until I boot down. When I boot back up, the home page reverts back to the previously set home page. (I do click "Apply" before I click "OK")

How can I get the new home page information to stick?
