I just installed NT 3.51 on a z60m. It functions.
Now I need a driver for ATI Radeon x300 card.

There is no video driver available for the Mobility Radeon X300 under Windows NT 3.51, since the latest ATI graphics driver for that specific OS, only supported Rage Pro-based GPUs. I think you would be better off with Windows NT 4.0, as it is the oldest Microsoft OS that supports your Mobility Radeon X300.

Those rules have been adapted last year, they now allow pictures up to 250KB size.

That unofficial driver supports no form of hardware acceleration, though. If you are not using Windows NT 3.51 to run any sort of video game, then I suppose that is fine for your needs.
Good luck with the sound, you would need to find a driver (unofficial or official) that supports the universal audio architecture standard. As far as I know, only AC'97 codecs worked under Windows NT 3.51, HD Audio is an entirely different story. At best, I think you would probably find a generic driver that generates only beeps.
