It is possible...however...

R40 came in two different guises: with P4M CPUs and PM Banias ones. These are not interchangeable.

If you could post the 7-character model number found on the sticker on the bottom of the laptop (which also holds the serial number and the production date) I could give you a more precise recommendation.

You can upgrade the R40 with either a Pentium-4 or a Celeron CPU, depending on motherboard.
(Read the R40 manual as well).

Unless you have nothing better to do, I wouldn't waste any money on an R40.
It is not even an IBM machine, but just some rebadged POS made by Acer.

I wanna get the r40 to the best it can be because it was my first computer. I'm running linux on mine. Linux rules. As for the processor it's a pentium 4 m 2.0 ghz

Likely close to $100 if you can find one. Look for SL6WZ.

2.5 is SL6WY

2.4 is SL6VC and these seem to be priced around $20 which is not all that horrible.

I'm going 2.6. gotta have the best for Emily. I have to install win 98 se to update bios (plus the hdd had my cringey 13 year old minecraft let's plays).what's an iba slot?

You're much better off burning an image and updating the BIOS from the media drive instead of doing it through Windows IME.

Installed 98se on spare hdd, burned a disk with updater on w10 (I hate it but tis a necessary evil) ran it , computer started install then errored

Yes I did. Then I read the controller thingy and saw that it had to be updated first so I did that but it was already updated

2.6 WILL fry the system in the long term. Those chips produce so much more heat that Intel had to put more TDP rating in them, which is something they usually don't do (in Pentium III-M for example) to give you an impression that the faster chips are truly better in every single way.
I have the 2.5Ghz SL6VC part and that's already exhibiting quite significantly more heat than a 2.2Ghz part. My 2.5Ghz CPU came out of a A31p motherboard with its VRM thoroughly cooked thanks to the 2.5Ghz part.
I don't have confidence that the motherboard on the R40 would have good enough power delivery to sustain a 2.6Ghz CPU in the long run. Heck it might not even have a good enough chipset to make full use of it.
