ThinkPad T-21 and cpu fan

I just got this 2647 4AU unit a couple of weeks ago, have it on for several hours in the evenings but rarely hear the cpu fan running. I seems to come on at post, runs about 10 seconds until windoze starts loading and by then it stops blowing. I have been deep cycling the 4 year old battery tonight and the fan did start blowing for a few minutes then quit. In the meantime my D-Link Air network card positioned alongside the cpu is getting real hot, I wonder if anyone knew of software to increase fan-on time?.

Don't worry. The PCMCIA card is usually very hot, due to be around CPU and harddisk.
