Immediate On and Off

Is turning a laptop on and off immediately harmful for it?

I assume by that, you mean that you shut it off by using the power button than, shortly thereafter, start it back up again? Not really. The biggest potential problem there is shutting it down by holding the power button down for a few seconds. The system should always be shut down properly through the OS. :)
