Thinkpad A21e won't power up

Symptom:

If Battery installed and AC power Connected : Battery Icon light (on the hinge) is on green and blinks every 2 seconds. Press power switch light goes off for a splits second flickers and goes back to blinking. Does not power on.

If no AC adapter plugged in (only battery): no battery light on, power switch does nothing, (no flicker) and will not power on.

If no battery installed (only ac adapter) : no battery light on, if power switch is pressed, battery light flickers, but won't power on.

None of the keyboard status lights come on. (power, numlock, caplock, etc.)

AC Adapter tests at 17v DC,
Battery Tests at 13V
CMOS battery tests at 3.1v

Yes, on the sticky I did try the first three items. I am not sure if #4. Replacing the CMOS battery will matter since it does have the correct voltage coming out of it. Do you know if the machine even needs a good CMOS battery to even power up? On item #5. Reseat the CPU, I have take the entire machine apart, but do not see a way to unplug the CPU because it is soldered to the motherboard.

Lastly I am wondering if there is a way to test the cooling fan. I have another desktop machine and the fan went out and it won't power on, but at least prior to dying it told me that the CPU was overheating so I knew what the problem was. This thinkpad gradually died, so I am thinking the CMOS battery or the fan are the problem.

Same problem to me
And wrote something on the sticky too. Did anybody solve it or do I have to go for a brand new system board?
