Quote/Double Quote key works only if pressed twice

Hello

My quote/double quote key is not working if pressed the first time.However, if i press the second time, two quotes appear including the first one that i pressed.

Is this a known problem and is there a solution to this problem?Appreciate if someone can help.Thanks!

My TP is a Z61t(9443XBU) and posted in the "T" forum thinking that this is more active.Please move me around if needed.

"Google"d this and turns out that these are dead keys. This depends on what region/language you setup your system as. When i first setup my system, XP asked what region i would use this system and i configured it as "US-International" which is why the quote,double quote,tilda and inverted quote keys act depending on what key you press next.For Ex., pressing tilda followed by alphabet "a" would give you ã to help type more international characters used in different languages.

I changed my system setup as US instead of US-International in control panel -> regional and language options-> language tab and then details button. This made everything to work in plain english. Don't want anyone to waste time like i did thinking this is a TP issue. So replying to myself.
