Client Security 8 not allowing enrolment for Password Manage

Since removing Vista (I could not take the lack of drivers and slowness) I have installed XP Pro and all is well except Client Security. When I run through the Wizard it fails to enrol me and Password Manager is greyed out...
Does anyone have this working and if so how?
