Fan Error on A31

I have a A31 that will not boot and instead comes up with fan error. I have replaced the fan and the CMOS battery. Any ideas on where to go from here? Thanks.

You should really test it with another CPU, if there's one to be found cheap, or borrowed...although my main suspect in this case would be a bad motherboard...

What is the machine type and the CPU currently inside?

It is a 2652 and the CPU is a P4 2.0 GHZ.

Have you replaced the fan with the exact same FRU P/N?
