A known problem with Windows when it's not updated to the latest version i.e. SP2 + all the critical updates. Make sure you've them installed.

Also look into the following KB:

Windows XP does not recognize a DVD-RW disc.

In addition, try to enable DLA:

My Computer > Right Click on DVD Drive > Properties > DLA > Enable DLA on your drive.
"I've come a long, long way," she said, "and I will go as far,
With the man who takes me from my horse, and leads me to a bar."
The man who took her off her steed, and stood her to a beer,
Were a bleary-eyed Surveyor and a DRUNKEN ENGINEER.

Your thinkpad's DVD drive is not reading data dvd's probably because they were burned under a different burning standard like UDF or OSTA. The problem is explained in the following document:

CD-ROM Drive May Not Be Able to Read a UDF-Formatted Disc in Windows XP.

You can try the DLA through the following link:

CD-RW DLA application update for Windows 2000, XP - ThinkPad General.

Following are some troubleshooting tips from lenovo:

Troubleshooting CD and DVD drive issues - ThinkPad.

Try them, hopefully one of them will solve your problem.
