ACPCI on A31p - strange speed processor downgrade

Using my A31p without battery, only from AC adaptor change the processor speed from 2GHz (normal speed) to 1,2 GHz or sometimes evan to 718 MHz, I tried all tricks: disable PCI or /and CPU power management, change the power scheme etc...no difference. If I put the battery, jumps to normal speed- 2Ghz. Any cure for this? I want ot use it without battery when I am pluged to AC!

You can't do it! In order to run at the max processor speed you must have the battery installed when running on AC.

IBM says that this is "by design". Same goes for the T30.
