No USB ports after R&R restore of XP Pro

Just did a rebuild of a R51 2883 and the USB storage devices do not mount.
The USB flash drives show up in Hardware Device Manager as USB Storage device, but do not mount.
I am getting the same response for a Wiebetech USB drive and a Seagate FreeAgent desk drive.
I had this trouble before I replaced the internal drive of the machine and installed a fresh system with the restore cds and everything is working but USB storage devices. All the devices mount on other XP systems without any issues. I am also sure that the USB ports on the R51 are working because I can mount the same drives when I boot the system with a BartPE disk.
If anyone has seen this before, I would love to hear from you.
