How to do a clean restore of Windows XP Pro on my r51

I have a Thinkpad r51 with Windows XP Pro. It has become so slogged up and full of MalWare Ive just about given up on it. I no longer use it much and am thinking of handing it to one of my kids. Is there anyway to start over completely without having any disks for it?

If the recovery partition is intact, hold down the F11 key on boot and select recovery from the menu that appears. If recovery is not listed, then the recovery partition is no good or not there and you'll need a set of recovery CD's.

I had already tried f11 with no luck...

How can I get a set of recovery CDs?
