A31 TV-out not working

Anyone here know why I can't get Tv out thru S-Video to work? I looked up online how to enable the function , but in my Display Settings I don't have any of the ATI tabs where it shows the icons for TV, monitor or panel.

I did download and install the latest video driver (2007) from the Lenovo support site, but I still don't see any of those ATI-branded tabs.

The computer was bought on e-Bay with no recovery discs, so I just loaded a copy of WinXP Pro onto it, and downloaded whatever drivers I needed off the Lenovo site.
