Win 7 quick launch

I'm trying to bring a few shotcuts from my desktop down into the taskebar, quick launch. For whatever reason, they will not copy or move there. Some will give me a mesg. (pin here), but still they won't go there.
Would anyone know where the setting are located to fix this issue?

I've copied several shortcuts onto the taskbar in W7. I did them all the same way. Select the shortcut in start, programs, right click on it, then select pin to taskbar. It worked every time for me.
