This annoyed me in Ubuntu, and it annoys me in Windows 7 RTM, too. Here's how to disable it.
Go to the Control Panel. Under "View by:" at top right, select either large or small icons.
Click the "Ease of Access" icon and try not to jump out of your skin when your laptop starts narrating the options!
Click on "Make the mouse easier to use." Under "Make it easier to manage windows," click the radio button next to "Prevent windows from being automatically arranged when moved to the edge of the screen."
And if you like hover focus in Linux, you can even select "Activate a window by hovering over it with the mouse."
When done, click OK, and there will be no more annoying snap to edge. Windows will just stay put where you shove them, including mostly off screen if that's what you desire. (Yes, I have that habit.)
