Generally the best bang for your buck right now are 23" 1920x1080 screens. Trust me, it doesn't make sense to go for smaller these days, unless you really really have no space.

I don't know what exactly is available in Finland, but there are quite a few nice models you can get, which will have IPS/PLS panels (wide viewing angles) and are not much more expensive than your run-of-the-mill TN screens.

The following names spring to mind:

* DELL U2312HM
* LG IPS231/235/236 (basically their entire IPS 23" line-up)
* Samsung S23C650D
* ASUS VS239N
Current: X220 4291-4BG, T410 2537-R46, T60 1952-F76, T60 2007-QPG, T42 2373-F7G
Collectibles: T430s (IPS FHD + Classic Keyboard), X32 (IPS Screen)
Retired: X61 7673-V2V, A31p w/ Ultrabay Numpad
Past: Z61t 9440-A23, T60 2623-D3U, X32 2884-M5U

I suppose NEC is a good brand.

And as dr_st wrote, get an IPS or VA panel.

I have 15" Viewsonic VG500
- Is it a TN or VA ?
If I choose IPS do I have lower "black level" than my old VG500 ?
- Do IPS-screens have worse black color than my VG500 ?
What should I choose TN, VA or IPS ? (Black colors as black as it gets.)
Maximum inches 21,5" Table size limits
Which is better ? (Considering black levels)
[*]HP Pavilion 22xi MATTE IPS
[*]VIEWSONIC VA2214S GLOSSY VA

Most probably TN. Vertical viewing angles are +/-55°.

Black level depends on screen contrast. If the screen you're about to buy offers higher contrast than the VG500, and you compare both screens at the same brightness level, the new screen will have darker black than the VG500. The VG500 contrast is specified as 400:1. So a screen with contrast e.g. 1000:1 will have darker black than the VG500.

Some TN panels have narrow viewing angles. I can't make a general statement on whether VA or IPS have higher contrast.

I suppose they both have high contrast. HP claims 1000:1 contrast, ViewSonic claims 3000:1. I consider it possible that ViewSonic's claims are exaggerated and that the ViewSonic monitor doesn't have better contrast than the HP Pavillion 22xi.

If black level is your preference go for (cheap) c-PVA rather than (cheap) e-IPS. Do not trust specs provided by manufacturers (except NEC and Eizo), always find good review (prad.de, tftcentral.co.uk etc.) with real measured parameters first. Most of cheap monitors will have issues with uneven backlight, especially those with LED backlight.

What you experience as poor black levels might be caused by a combination of narrow viewing angles and low contrast. Because if you move your head off-axis on a monitor with narrow viewing angles, contrast diminishes rapidly and you perceive black as grey.

To avoid this, you need a monitor with wide viewing angles and high contrast. VA and IPS panels have wider viewing angles than some TN panels.

So it is TN or VA screen:
+ Matte\Anti-Glare.
+ Max.22" inches.

Would this be good+better than my VG500 ?

The specs, that HP publish, are very woolly. They claim typical viewing angles to be up to 170°/160°. If they would write that typical viewing angles would be 170°/160°, i probably would have more confidence in the specifications. But as the VG500 is said to have viewing angles of +/-55°, the P221 might be better than the VG500.
