That's what actually being developed by hobbyists but wifi wasn't designed for that. It works if there are ten customers in bigger area but not hundreds. Interferences among such close public wifi networks kills the whole "network" so the real speed/reliability is like the slow GPRS connection. Backbone connection among those areas is wifi again, not much throughput in general. Online video streaming for example is impossible at all. Security is another issue, the network can not use any WPA encryption because it slows it down and affects latency.
